  • The Whitnel Elementary School Improvement Team meets on the first Wednesday of every month during the academic school year. Meetings are held at 3:00 p.m. in the media center at Whitnel Elementary and are open to the public.   

     

  • By-Laws of the Whitnel Elementary

    School Improvement Team

     

    Article I.  Purpose

    Section 1.01   This School Improvement Team (SIT) is established pursuant to state of North Carolina statutes. Its purpose is to examine the structure and function of Whitnel Elementary School with the goal of improving student performance through local flexibility and control.

     

    Article II.   Membership

    Section 2.01 The SIT shall consist of the Principal or his/her designee one and one elected representative from each grade level in the school and one parent representative.  The grade levels shall be as follows:  Kindergarten, First Grade, Second Grade, Third Grade, Fourth Grade, Fifth Grade, Exceptional Children, BEP and Instructional Support Personnel.

    Section 2.02   The members shall be elected as follows:

    a. Members of each group listed above shall be nominated by the members of their group.

    b. Each group will vote for its representative by secret ballot.

    c. The election by each group shall be counted and witnessed by at least two members of said group and then reported to the current SIT chair.

    d. Elections shall take place at the end of the school year and the term of office shall begin at the beginning of the next school year.

    Section 2.03 If during a school year term, any member of the SIT shall resign, be transferred or dismissed from employment at Whitnel Elementary School, then the department that he/she represented shall select another representative to be nominated and approved by the school staff to complete the former member's term.

     

    Article III. Terms of Office

    Section 3.01 Members will serve on the School Improvement Team for a term of two years. When the two-year term is over, department representatives will be elected at the end of the school year to begin serving their term at the beginning of the next school year.

    Section 3.02   There is no limit to the number of terms a member may serve.

     

    Article IV.   Duties of the Members

    Section 4.01 It is the duty of the member to actively participate in all SIT meetings and training sessions.

    Section 4.02 Members shall work together to develop or revise the School Improvement Plan (SIP) before the upcoming school year and present it to the staff for a vote on or before the first day of student attendance.

     

    Article V.  Meetings

    Section 5.01 The SIT shall meet monthly.

    Section 5.02  Additional meetings of the SIT may be called by the chair, the principal, or by a majority of the members of the SIT.

    Section 5.03 A summer meeting (retreat) may be held at a time and place determined by the principal and the chair.

     

    Article VI. Communication between Staff and School Improvement Team

    Section 6.01 The SIT is to represent the staff in the decision-making process for the school. Each representative is charged with maintaining an open line of communication within the area they represent.

    Section 6.02 All meetings are open.

    Section 6.03 Any member of the school community may present an item of concern in writing to his/her representative for the committee's consideration.

    Section 6.04 Major items for consideration should be submitted to the chair prior to the meeting for placement on the agenda.

     

    Article VII.  Parliamentary Authority

    Section 7.01 All members shall have one vote; otherwise, standard parliamentary procedures shall be the authority under which and through which this SIT will function.

     

    Article VIII. Amendments  

    Section 8.01   The by-laws may be amended by the following procedures:

    a. An item for consideration shall be submitted to the SIT. The entire staff shall be allowed to discuss it. 

    b. At the next scheduled staff meeting, the amendment shall be voted upon. It will be considered approved by a 2/3 vote of a quorum of the staff present.
